A total of 5.7 million Californians will be eligible for the payments, according to the governor’s office. The California Franchise Tax Board began sending out the $600 payments to qualifying residents on April 15. Those eligible for the check will receive it in the same way they receive their tax return. The timing of the payment will depend on when a qualifying resident filed a tax return, as the state must receive 2020 tax information before sending the stimulus check....

Questioned over such establishments reopening alongside other businesses getting back to work, he said: “This whole thing started in the state of California, the first community-spread, in a nail salon. I just want to remind you, remind everybody, of that.” The details of the spread’s origin had not been previously released. Newsom did not expand further on the comment or give more specific details. The bill, known as AB 32, was passed in 2019 and would have prohibited the state from entering or renewing contracts with private, for-profit prisons to incarcerate state inmates. After 2028, it would have prevented state inmates from “being incarcerated in a private, for-profit prison facility,” according to the bill’s text. The 2-1 ruling from the 9th U.S. Circuit Court of Appeals ruled that the law impeded the federal government’s immigration policy because the United States Immigration and Customs Enforcement (ICE) relies on private detention centers in California to house undocumented immigrants....

CSU, which is the largest four-year public university in the nation and has 23 campuses, posted the mandate Wednesday on its website. All those affected must receive their booster shots by February 28, although the school will accept medical and religious exemption requests. “Vaccination, including a booster when eligible, remains our most effective strategy against infection and severe disease,” said Chancellor Joseph Castro. “This is particularly important in light of the rapid rise of cases of COVID-19 throughout the state and nation as the Omicron variant spreads....

The Fullerton Police Department shared surveillance footage captured of the suspect in a break-in at Big Slice Pizza in Fullerton earlier this month. The man is seen wearing gloves and a Los Angeles Dodgers cap while stretching dough at a counter in the restaurant’s kitchen. It wasn’t immediately clear if the thief later cooked or ate the pizza, but police said he stole cash and several tablets before fleeing in the restaurant’s delivery car....

Mark Steven Domingo, 28, was found guilty in August of one count of providing material support to terrorists and one count of attempted use of a weapon of mass destruction. He has been behind bars since first being arrested in April 2019 after law enforcement uncovered the plot. Domingo, a former soldier in the U.S. Army, reportedly became angry over a number of attacks that had taken place against Muslims and stated that he was willing to become a martyr....

Fellows at the Stanford Institute for Economic Policy Research (SIEPR) told KGO-TV they believe it will cost up to $1,000 per acre to clear damaged land. An estimated 10 to 20 million acres need to be cleared. Michael Wara, a Stanford climate policy researcher, believes money spent by the state each year on firefighting could be reworked to lessen the wildfires’ devastating impact. “We spend about $2.5 billion on CAL FIRE (the California Department of Forestry and Fire Protection) firefighting in the State of California each year,” Wara told KGO-TV....

Wildfires have ravaged California, with many of the active fires burning in the northern part of the state, according to reports from Cal Fire. Cannabis farmers often locate in northern California because of regulations that restrict growing in low-wildfire-risk areas such as the Central Valley. More than 94 percent of legal cannabis is projected to grow in hot spots in California by the end of the century, the study published in Ecosphere last week found, and that for a variety of reasons, cannabis is “uniquely vulnerable” to wildfires....

California Independent System Operator (ISO), which operates most of the state’s electricity grid, issued a Flex Alert for Thursday from 5 to 10 p.m. “encouraging consumers to reduce their energy use to help relieve stress on the grid.” In a press release issued Wednesday, California ISO said: “When past Flex Alerts have been called, consumers have answered the call and cut back their electricity use. Those actions have helped California avoid or limit power outages that can, if conditions persist or worsen, become necessary when demand for electricity outstrips capacity....

On the same day, Californians were seen celebrating Thanksgiving at restaurants in Pasadena, the only city in Los Angeles County where outdoor dining has resumed. A recent county health order has banned in-person dining, but the city has its own health department so is not obliged to comply. Some people were reported to have driven several miles to get to Pasadena in order to eat at one of the city’s restaurants....
