The bill, which was introduced by Democratic Assemblywoman Cristina Garcia, passed in the California state Assembly this week and will be sent to Governor Gavin Newsom’s office. The bill received 73 votes in favor and no opposition. The legislation seeks to add stealthing, or the removal of a condom without consent, to the state’s definition of sexual battery. The text of the bill states that any person who “causes contact between an intimate part of the person and a sexual organ of another from which the person removed a condom without verbal consent” will have committed sexual battery....

Newsom said that over the next eight weeks, 56 percent of Californians could come down with COVID-19, the disease caused by the coronavirus. However, it was clarified that Newsom’s estimation didn’t take into account the efforts to slow the spread of the disease. The order, which Newsom calls a “safer-at-home” order, is mandatory and will make the vast majority of the the state’s almost 40 million residents stay self-isolated in their homes....

“We have received multiple inquiries and heard from many concerned residents about a group of people dressed in camouflage or ‘militia’ at a downtown business during yesterday’s [Saturday] demonstration,” the department said in a post Sunday on its official Facebook page. “We want to set the record straight. El Dorado County Sheriff’s Office veteran Ishmael, who worked with the department for four years and a husband as well as a father of three, was killed at the scene. Both men were immediately fired upon by “an unknown number of people” when they arrived at the scene. The San Joaquin County deputy returned fire and tried to assist Ishmael but was wounded in the process. The unnamed deputy, 28 and with two years of experience, works for San Joaquin County Sheriff’s Department and was riding with Ishmael at the time, was hospitalized and underwent surgery....

Dr. Tara Alaina Zandvliet has been placed on three years of probation for gross negligence and unprofessional conduct, effective from September 4, the medical board said in its decision. According to the board, Dr. Zandvliet said she had provided roughly 1,000 medical exemptions for vaccinations between 2016 and June 2019. The board said she was not able to provide details of the breakdown between temporary and permanent exemptions she issued....

Around 14,000 firefighters are battling 28 major wildfires which continued to grow Wednesday. The Creek, Bobcat, Slater and Willow fires remain at zero percent containment, according to Cal Fire’s latest report Wednesday. All 18 National Forests in California, which collectively span over 20 million acres, were closed Wednesday “due to unprecedented and historic fire conditions throughout the state,” the USDA Forest Service Pacific Southwest Region announced in a statement....

Eight fires have burned over 100,000 acres each, including the Bobcat Fire in Los Angeles County. Bobcat “continues to advance in all compass directions depending on fuels and topography,” according to the latest report Sunday from the Incident Information System of the National Wildfire Coordinating Group (NWCG). “It is actively flanking and backing against winds or slope and then running, torching, spotting and crowning when fuels, slope and topography align,” the report said....

Evacuation orders have been issued to residents in areas of Alameda County, Stanislaus County, Napa County and Sonoma County, with evacuation warnings in place in other areas. The SCU Lightning Complex The SCU Lightning Complex is approximately 20 separate fires broken into three zones; the Canyon Zone, the Calaveras Zone, and the Deer Zone. The fires have burned 35,000 acres so far and are currently 4 percent contained. The Deer Zone is burning in Contra Costa County and is made up of the Round Fire, Palm Fire, Marsh Fire and Briones Fire....

Recently elected Jeffrey Perrine is being urged to step down by Chair Betsy Graves Mahan due to his affiliation with the group, describing their views and actions are “inconsistent with the values of the Republican Party.” In an interview with The Sacramento Bee, Perrine admitted that he is a member of the Proud Boys, listed as a hate group by the Southern Poverty Law Center. Canada classed the group, which was part of the January 6 insurrection at the Capitol as a terrorist entity on Monday....

The CRA, a Republican volunteer organization, confirmed to ABC affiliate KXTV on Thursday that Jorge Riley resigned from his position as corresponding secretary for the group’s state board and as president of the Sacramento chapter. Riley uploaded more than 100 photos and videos to his personal Facebook page that showed him actively participating in January 6’s assault on the Capitol. Reports that the state’s reporting system—the California Reportable Disease Information Exchange (CalREDIE)—was experiencing difficulty was confirmed Friday by California Department of Public Health (CDPH) Secretary Dr. Mark Ghaly. According to Ghaly, temporary measures meant to expedite the reporting of data remained installed within the system. Certificates that the state was supposed to renew were allowed to expire. Ghaly said Newsom had called for a “full investigation” of CalREDIE’s failures, and that individuals responsible would be held accountable....

The biggest earthquake that has been recorded in the swarm so far was a magnitude 4.9, which hit at 5.31 p.m. local time on September 30, but bigger quakes are a possibility. “In a typical week, there is approximately a three in 10,000 chance of a magnitude 7+ earthquake in the vicinity of this swarm,’ the U.S. Geological Survey (USGS) said in a statement. “During this earthquake swarm, the probability of larger earthquakes in this region is significantly greater than usual....

“Based on our data…it’s reasonable that we’re getting to a place where we can relax the statewide masking requirement. We will today not make a change. There will be no change on the masking requirement,” Secretary of California Health and Human Services Dr. Mark Ghaly said at the press conference. Matthew Taylor Coleman, 40, faces charges for the foreign murders of two United States citizens, his 10-month-old son and 2-year-old daughter, according to a criminal complaint filed Wednesday in a Los Angeles court. The two children’s bodies were found on an agricultural property, the Rancho Del Descanso in Rosarito, about 35 miles south of the U.S.-Mexico border, with multiple wounds, according to Mexican authorities. Coleman told authorities “he was enlightened by the QAnon and Illuminati conspiracy theories and was receiving visions and signs revealing that his wife…possessed serpent DNA and had passed it onto his children,” according to court documents....

Fairfield Police Department’s Lieutenant Jausiah Jacobsen told Nexstar Media Wire that a couple at a home in Vintage Valley Drive in Fairfield, California, were eating breakfast on Tuesday when they noticed a man outside their door on a Ring surveillance camera. The man, who has not been publicly identified, knocked on their door, but the couple, who are in their 60s, did not answer as they did not recognize him....

The suspect was detained on suspicion of driving under the influence (DUI) after local fire authorities responded to his distress call and found his vehicle on a dairy farm in unincorporated south Sacramento County, close to the City of Elk Grove. The South Sacramento division of the California Highway Patrol confirmed in a social media post they received the call at approximately 1:30 a.m. on Monday. The driver—who has not been named—told police he had crashed his vehicle into an “unknown water source” and it was quickly filling up with the liquid....
